Dr. Paul Juinn Bing Tan is an accomplished academic with extensive experience in psychology, education, and language teaching. He began his academic journey at Oklahoma City University, USA, earning a Bachelor of Science in Psychology and Science Education, followed by two Master of Education degrees in TESOL and Counseling Psychology. Motivated by a visit from Mikhail Gorbachev to Taiwan, Dr. Tan pursued his Ph.D. in Pedagogic at Moscow State Pedagogical University, Russia. His professional career includes roles as a counselor at the State of Oklahoma’s Department of Mental Health, a Research Assistant, and an Associate Professor at Moscow State Pedagogical University. Since 2000, he has been a part of National Penghu University of Science and Technology in Taiwan, where he currently serves as an Associate Professor in the Department of Applied Foreign Languages. Dr. Tan’s research interests include the integration of technology in education, language teaching methodologies, social science, psychology, and management. His contributions to technological innovation are evidenced by 16 patents. He has been recognized with the Excellence in Teaching Commendation by the Russian Federation, underscoring his dedication to education and teaching excellence.

Dr. Paul Juinn Bing Tan earned his Ph.D. in Pedagogic from Moscow State Pedagogical University, Russia (1994-1997). He holds two Master of Education degrees from Oklahoma City University, USA: one in Teaching English as a Second Language (TESOL) (1990-1991) and another in Counseling Psychology (1989-1990). He completed his Bachelor of Science degree with a major in Psychology and a minor in Science Education at Oklahoma City University (1986-1989). Additionally, he obtained an Associate Degree in Marine Science from Taiwan Kaohsiung Institute of Marine Technology, Taiwan (1978-1982).

He served as a counselor for the State of Oklahoma, Department of Mental Health, USA (1991-1992), providing consultation services for those affected by AIDS and HIV. He worked as a Research Assistant at Moscow State Pedagogical University, Russia (1994-1997), and subsequently became an Associate Professor at the Institute of Education within the same university (1996-1997), where he taught English, Chinese, and Psychology. Since August 2000, Dr. Tan has been affiliated with National Penghu University of Science and Technology, Taiwan, initially as an Assistant Professor (2000-2019) and currently as an Associate Professor (2019-present).
